Management Group Plan

This Management Group Plan is made and entered into on this the ____ day of _____________, 20__, by and among the International Parrotlet Society (IPS) and the individual becoming a Management Group Participant.

1. Purpose

The purpose of the Management Group Plan is to detail the implementation strategy for the Cooperative Breeding Program Agreements. It will also state the rights and responsibilities of the participants and the International Parrotlet Society.

2. Membership Functions

  1. The Management Group will consist of the Participants plus volunteers from the Advisory Board. Each member will have one vote only. The Management Group will oversee the CBP including approval of Participants, establishing rules and protocols and resolving problems.
  2. An Advisory Board will be installed to advise the Participants and Management Group.
  3. The IPS Board of Directors oversees the Management Group in the event the Management Group cannot resolve a problem. The Board wills not have access to individual Participants' information or will they be able to manage the operations of the program.
  4. Currently, all birds are privately owned and the Participants' have the ultimate control over them. This includes final approval of transfers and receipt of birds. It is strongly recommended that Participants sell and/or trade their birds first with CBP Participants before offering them for the general public.
  5. As more birds are produced in the future, it is anticipated that more breeders will be included. Qualified breeders subject to approval can make applications to the CBP by the Management Group for inclusion in the Program.

  6. Only Participants in the CBP will be able to obtain imported birds. Such birds will be subject to all the laws and jurisdiction of the U.S. Fish and Wildlife Service and the requirements by IPS as outlined in the CBP Agreement. The cost of such importation, including but not limited to, licenses, fees, quarantine costs, CITES permits and bird costs will be borne by the Participant. Each Participant will pay for the number of birds the individual intends to receive in advance.
  1. Collection or waiver of the Participation Fee.
  1. Participation Fees as outlined in the CBP Agreement will be collected and placed into the CBP Program Savings account for use as directed by the Participation Fee and Donation Usage Functions section in this document.
  2. Participation Fees may be waived if the Participant is a member of another IPS Cooperative Breeding Program or by majority vote of the Management Group.
  1. Collection of Monetary Donations, Birds or Products to the CBP.
  1. Monetary donations will be placed into the CBP Program Savings Fund Account for use as directed by the Participation Fee and Donation Usage Functions section in this document.
  2. Donations of Birds to the program will be dispersed as indicated by the Progeny Functions section in this document.
  3. Donations of Products to the program will be dispersed as agreed upon by the Management Group by a majority vote.
  4. The IPS Editor will be notified of all donations so that a thank you can be published in the IPS Newsletter. The Society Secretary will also be notified in order to send a thank you note to the donor.

2. Participation Fee and Donation Usage Functions

Participation Fee and Donations will be utilized to:

    1. Purchase additional birds to be entered into the CBP program from either Participants or from outside sources.
    2. Assist in defraying the cost of shipping, importation or handling incurred by CBP Owned birds.
    3. Assist in defraying the cost of housing surplus CBP Owned stock that are waiting to be paired.
    4. Assist in defraying the production and upkeep of the studbook and related CBP Management recording functions.
    5. Transferred through the IPS Board of Directors into another CBP Program(s) that would benefit from additional funding.

3. Progeny Distributions

  1. Participant owned (privately owned) birds and their progeny remain private. Owners have the ultimate decision as to if, where and when offspring will be sold and traded as outlined in the CBP Agreement. It is strongly recommended that privately owned prodigy first be offered for sale and/or trade to other CBP Participants.
  2. CBP offspring will be collected as detailed in the CBP Agreement for CPB Owned birds.
  3. The breeder until the bird(s) reach breeding age will hold CBP Owned Offspring.
  4. CBP owned breeding age birds will be utilized as follows :
    1. Placed with CBP owned birds as outlined in the Breeding Functions section.
    2. Placed with CBP Participating Member owned stock as outlined in the Breeding Functions section.
    3. Reserved for future breeding use.
    4. Sold to CBP Participating Members.
    5. Sold to other breeding facilities (IPS Members, zoos, etc.)
    6. Sold to the general public

4. Breeding Functions

All CBP owned birds would be paired, in guidance with the Transfer Functions section, directed by the Management Group to:

    1. Replace a bird of the same genetic bloodline that has expired.
    2. Create new bloodlines thus ensuring genetic diversity.
    3. Enhance bloodline diversity by creating duplicates of bloodlines in different breeding facilities to minimize the risk of a natural calamity.
    4. Exchanged with CBP Participants to obtain needed bloodlines or sex.

Participant owned birds are strongly recommended to follow the above guidelines for paring but have the final decision as to the pairing of privately owned birds.

5. Transfers

CBP owned birds would be transferred as needed to implement the Breeding Functions Section. Privately owned birds are recommended to be transferred for the same needs.

Transfer selection should consider or achieve:

    1. Obtain a wide distribution of bloodlines among the Participant Breeders.
    2. Minimize the potential loss due to local events. (Illness, natural calamity, etc.)

6. Records

All information on Participants, record keeping and birds involved will be kept confidential. A separate database will be maintained by the CBP and all participants will submit their information by coded number in order to maintain security and confidentiality.

The following record keeping information will be required.

    1. Breeder Information : Name, Address, Telephone number, Fax/PC telephone number, Breeder reference
    2. Facility Information : Cage sizes, Space being made available for CBP use, safety systems utilized, cleaning procedures, feeding procedures
    3. Breeding Pair Information : Pair Identification, Individual bird identification
    4. Breeding Record Information : # clutches, # eggs, # eggs dead in shell, # eggs viable, # hatches, # fledglings, # babies produced, baby banding data, baby sex

Participation in the Model Aviculture Program is not required but is strong recommended. Participants must follow the guidelines of the MAP program with regard to quarantine, record keeping, escape prevention and husbandry.

7. Inspection of Facilities or Records

A non-judgmental party as selected by the Management Group for the following reasons may conduct inspection of facilities or records

    1. Illnesses
    2. Moralities
    3. Poor or no breeding success
    4. Suspicion of falsification of records

Inspection of facilities is not a requirement prior to acceptance of a Participant. It is not anticipated that an inspection would be necessary unless the foregoing reasons become continuous.

8 Moralities and Illnesses Functions

Mortality information will be utilized to ensure that potential transfer of disease is eliminated.

The following guideline for moralities of CBP Owned Offspring will be utilized.

  1. Moralities of Offspring must be necropsied by a licensed veterinarian with :
    1. The cost of the procedure is the responsibility of the Participant Breeder.
    2. The necropsy report will be provided to the management board for review.
  2. The Management Group will properly investigate loss of the bird other than by death.
  3. If the Participant Breeder is found to be guilty of neglect or abuse, the participant will be removed from the Program. The Participant must return any remaining CBP owned birds and records to the CBP Program immediately, as well as reimburse the CBP for all losses.

The following guideline for moralities of CBP Owned Breeders will be utilized.

    1. Mate attack - replace the bird
    2. Age - replace the bird, or retire the other bird., revise the breeding guidelines
    3. If Abuse or Neglect by the Participant Breeder the participant will be removed from the CBP. The Participant must return any remaining CBP owned birds and records to the CBP Program immediately, as well as reimburse the CBP for all losses.

Illnesses of any birds participating in the CBP, either CBP Owned or Participant Owned will be diagnosed and treated as prescribed by a licensed veterinarian. CBP Owned birds will not be medicated unless directed by a licensed veterinarian.

Privately owned birds will be managed by the Participant as they see fit. In the event a Participant chooses not to properly manage a disease or illness, they may not be allowed to sell or trade birds to other Participants. If the disease continues without treatment, the Participant may be removed from the Program.

9. Withdrawal or Removal Functions

A. Participant Withdrawal or Removal

When a Participant is removed or withdraws all CBP owned birds would be redistributed under the accordance of CBP Owned birds guidelines. Breeding information and records will be provided to the studbook keeper for recording and analysis.

If a Participant chooses to liquidate their private stock, it is recommended they first offer birds to the other CBP Program participants.

B. Management Group Withdrawal or Removal

When a Management Group Participant is removed or withdraws the Management Group will appoint a CBP Participant to fill the Management Group position for the remainder of the present term of office.

C. Studbook Keeper Withdrawal or Removal

When the Studbook Keeper is removed or withdraws all studbook records and information held by the ex-Studbook Keeper shall be delivered immediately to the Management Group.

Selection of a new Studbook Keeper will be immediately performed by the Management Group.

10. Dispute Functions

DISPUTES - Disputes of any nature must be reported in writing to the Management Group. The Management Group will endeavor to resolve the dispute in the best interests of the CBP program and all Participants involved. The Management Group will inform the IPS Board of Directors of all disputes and resolutions. The Management Group may defer the dispute to the IPS Board of Directors for resolution. The Management Group will defer the dispute to the IPS Board of Directors if the dispute concerns the Management Group or a member of the Management Group. The resolution by the Management Group may be appealed in writing to the IPS Board of Directors for consideration.

11. General Provisions

A. EXPENSES - Each Management Group Participant shall be responsible for the costs incurred by their position.

B. ASSIGNMENT - No Management Group Participant may assign its’ rights or secure the assumption of its’ obligations under this agreement, nor transfer, relocate, pledge, move or otherwise encumber any CBP owned bird without prior written consent from the Management Group.

C. AGREEMENT - This plan agreement constitutes the entire plan of the Management Group Participants with respect to the CBP Management, superseding all prior representations, agreements or understandings.

D. MODIFICATION - No modification of this agreement shall be effective without the affirmative vote of at least three-quarters (3/4) of the Participants and being consistent with the purpose of this agreement. In the event of modifications, all Participants will receive the new terms of agreement.

E. EXECUTION - This agreement shall be executed by Participants under a Memorandum of Participation, all of which shall be construed as one agreement among all such signatories.
