Recommendations for Pet & Exotic Birds, Marts & Shows (Exhibitions)

This information was provided by Dr. H. L. Shivaprasad with the Exotic Newcastle Disease Task Force for the State of California. He is also a veterinarian at University of California at Davis. Bird mart, show, fair and swap meet operators need to read the web-page USDA Event Policy to be advised of the regulations and laws regarding such events. 

The main concern of the Task Force is, of course, the spreading of Newcastles at public gatherings where people exhibit, show, trade, buy and sell birds. The Task Force has categorized these locations as follows:

     1.    Exhibitions of show birds organized and sponsored by sanctioned bird clubs;

2.    Bird marts or expos; and

3.    Flea markets and swap meets

 They have assessed the following level of risk for each of these endeavors as well as the proposed actions:

     1.    Exhibitions by sanctioned clubs – extremely low. This was determined by the fact that poultry are not exhibited at cage bird shows, sale birds (of which there are usually few in number) are isolated from the show birds and show birds are generally in top physical condition and exhibited in the most hygienic manner. At the current time, there are no specific regulations being proposed for cage bird exhibitions.

    2.    Bird marts and expos are considered a much higher risk and the State has adopted regulations under which bird marts will be allowed. A state-mandated agreement will be required prior to the allowance of future bird marts. This would be at private as well as public facilities.  

    3.    Flea markets and swaps are considered the highest risk and the State will be taking very strong measures regulating birds being sold at these venues. The Task Force will be monitoring flea markets and swap meets very closely.
