Policies 

MEMBERSHIP BENEFITS

SECTION 1.   Active Members. Each active member in good standing will receive a bimonthly journal with paid classified advertising and a copy of the annual IPS Breeder Directory. Club members may purchase Society-issued bands and have access to our Traceable Banding System. Members are encouraged to attend club functions and meetings in order to network with other parrotlet breeders and keepers. Members in good standing may also participate in the Club’s cooperative breeding programs. Members also participate in annual surveys for both pet owners and breeders. Members in good standing may purchase Club merchandise including name badges and Society pins.

IPS members may advertise in the classified ads for a charge of $2.00 an issue. IPS members may also be listed in the Breeder Directory for a charge of $5.00. Members may advertise in each issue, plus receive a listing in the Breeder Directory for an annual charge of $10.00.

SECTION 2.   Affiliated Clubs. Each Affiliated Club in good standing will receive a bimonthly journal, listing in and receipt of our Breeder Directory and have access to the Club’s Traceable Banding System for $25.00 per year. In addition to the foregoing, affiliated show clubs will be offered the following tiers of affiliations –

Class A Show Affiliation, IPS Specialty Show $100.00: copy of bimonthly journal, listing in journal and on website, registration of IPS points, extra point for IPS Specialty Show, Top Bench ribbons (Top Ten), Top Novice ribbons (Top Ten), Best in Show, Best in Novice plaques, advertisement in journal for show **, free full page IPS journal advertisement.

Class B Show Affiliation, IPS Divisional Show $70.00, copy of bimonthly journal, listing in journal and on web-site, registration of IPS points, Top Bench ribbons (Top Five), Top Novice ribbons (Top Ten), Best in Show, Best in Novice plaques, advertisement in journal for show**.

Class C Show Affiliation, IPS Show $50.00, copy of bimonthly journal, listing in journal and on web-site, registration of IPS points, Top Bench ribbons (Top Five), Top Novice ribbons (Top Five), advertisement in journal for show**.

Class D Show Affiliation, IPS Award $35.00, copy of bimonthly journal, listing in journal and on web-site, registration of IPS points, Top Bench rosette, Top Novice rosette, advertisement in journal for show**.

Club Affiliation, No Show $25.00, copy of bimonthly journal, listing in journal and on web-site.

**IPS will advertise IPS Specialty, Divisional, and Class C and D Affiliations on the Calendar page of the IPS Journal and on our web-site if affiliation occurs at least four months prior to show.    Specialty Shows will receive a full page advertisement in the IPS journal and on our web-site if the affiliation occurs at least four months prior to show.  

SECTION 3.   Breeder Directory. The Club will annually publish and distribute at no charge an IPS Breeder Directory. Every member that breeds parrotlets may be listed at $5.00 per year. IPS members may also be listed in the Breeder Directory for a charge of $5.00. Members may advertise in each journal issue, plus receive a listing in the Breeder Directory for an annual charge of $10.00. 

This Directory is considered confidential and is solely for the use of the Club and its membership for the buying, selling and trading of parrotlets and merchandise. It will not be used for personal, commercial or political advertising. Listings will only include name, e-mail or web-site address and telephone numbers. NO ADDRESSES WILL BE PRINTED. It is the member's responsibility to keep the Club informed of any changes or corrections. Affiliated Clubs will also be listed in the Breeder Directory. 

IPS will also offer all its members free listing in a Membership Directory that will include their name, telephone number and e-mail address. NO ADDRESSES WILL BE PRINTED. Members may purchase a copy of this Directory for $5.00 (if over three pages) for their use. It is not to be used for business, commercial, political or charitable advertising or solicitation purposes.

No IPS membership contact or database information will ever be distributed, sold or used for any other purpose other than official Club business as directed by the Board of Directors.

SECTION 4.   Breeding Cooperative Programs and Studbooks. The International Parrotlet Society will establish cooperative breeding programs and studbooks for all species and subspecies of parrotlets that would benefit from such a program as determined by the Board of Directors.  A Management Committee that is accountable to the Board will oversee these cooperatives.  These breeding programs are solely the property and responsibility of the International Parrotlet Society including all studbooks and registries. All information is to be kept confidential. The specific policies and procedures of the cooperative breeding programs are detailed in the IPS Management Group Plans in the IPS Cooperative Breeding Program Background and are incorporated by this reference. Each participant shall apply to the Club for consideration and sign the Species Cooperative Breeding Program Agreement.

SECTION 5:  Journal. All members in good standing and Affiliated Clubs will receive a bimonthly journal.  Each issue will contain a photograph of various species of parrotlet. Classified advertising is available. All ads run two issues unless notified by the member. There is no limit to the number of times the ad may be renewed. Ads are limited to six lines or business card ad. Advertising rates will be determined by the Board of Directors and published in the newsletter.  Advertising rates would be made available for Full Page, Half Page, Quarter Page and Business Card sizes. All advertising will be subject to the approval of the Board of Directions.  


Journal Policy & Guidelines

 Policy

The journal editor will be appointed in accordance with the bylaws and policies of IPS.

The journal editor is responsible for obtaining, editing, publishing and mailing articles for the IPS journal.

Each journal must meet the guidelines and publication schedule as set forth herein by the Board of Directors.

In the event the editor is unable to meet their obligations herein, the Board may appoint a temporary or interim journal editor.

Articles, ads, records, files, pictures and any other documents relating to the journal publication and distribution are submitted in trust to the editor for publication in IPS journals only.

Articles, ads, records, files, pictures and any other documents relating to the journal publication and distribution must be provided to the Board of Directors immediately upon request.

Advertisements, articles and pictures must be submitted in electronic or other written format.

IPS retains the rights to print and reprint any and all original articles, pictures, ads, records and any other documents submitted for publication in the journal.

Permission for all copyrighted material must be obtained prior to publication. All copyrighted material will be so indicated and cited as to author, date and name of original publication.

Ads not paid in full will not be published.

Articles or ads that promote dangerous, illegal or unethical activity as determined by the Board of Directors or contain offensive language or discourse will not be published.

IPS Board of Directors reserves the right to not publish any article, ad or picture for any reason.

Journal Guidelines

IPS will publish and distribute a journal to its members every other month for a total of six issues per year.

All articles published must contain educational information about parrotlets specifically or topics of general avicultural interest.

Each issue shall contain educational information for both pet owners and breeders and topics of general interest.

The journal is expected to be at least 36 pages in length.

Only articles and pictures obtained from bona fide sources will be published; no anonymous articles will be published.

All article and picture publications will contain the name of author and/or photographer unless specifically requested by the provider.

Each issue shall list IPS Representatives, contact information, affiliated clubs, IPS merchandise, projects, Society application and band order forms and any other information as directed by the Board of Directors.

Each issue shall also contain a Letter from the President, substantive Letters to the Editor, if any, advertisements including prices and receipt schedule, exhibition schedule, affiliated club information (i.e., AFA in Brief), convention schedule, advertising schedule, expiration/moving notice, Minimum Standards of Parrotlet Care and any other information as directed by the Board of Directors.

The journal editor has the option of including a Letter from the Editor advising about journal content, requests for information, Society activities or any other appropriate advice or information of a non-personal nature.

Publication Schedule

All journal ads and articles will be received no later than the 15th of the prior month scheduled for publication as follows –

January/February Issue         November 15

Journals will be submitted for publication no later than the 15th of the month for which it is due.

Journals are to be mailed one month prior to the first month of scheduled bimonthly publication, as follows –

In addition to the journal, there may be special mailings for disease outbreak, legislative action, fundraising and any other official Club business as determined by the Board of Directors. Alerts and surveys can be independent from the journal.

SECTION 6.   Parrotlet Placement Program. The Club shall adopt a policy and standards in order to implement a program to place unwanted and/or abused parrotlets in homes with approved members in good standing.

SECTION 7.   Traceable Bands. The Club shall have the option of issuing traceable open and closed identification leg bands to its members. These bands will be sold and registered by the Secretary unless a Band Secretary has been appointed and approved by the Board of Directors. These bands are only available to members in good standing and may only be placed on parrotlets – no other species. 

The Club shall include in its data base breeders' band codes for identification purposes.. This is available to all members whether or not they purchase their bands through the Club. If previously approved, the Secretary will provide the breeder’s name and telephone number to the person making the inquiry. If not, the Secretary will contact the breeder and provide them with the inquirer’s name and telephone number or e-mail address. This will allow the Club to trace offspring back to the original breeder without making this information available to the general public.

SECTION 8.   The International Parrotlet Society will take annual surveys and compile and distribute the information in the journal. The survey will be open to the public and will be of both pet owners and breeders. The information will include species kept, species bred, number lost, feeding habits, housing, training and behavior and any other information as directed by the Board of Directors. All provider information will be kept confidential. 

EXHIBITION & AWARDS

SECTION 1.   Exhibition Standards, Point Registration System and National Shows. The Club has established Exhibition Standards for the judging of all species, subspecies and mutations of parrotlets. The Society of Parrot Breeders and Exhibitors and the North American Parrot Society have adopted these Standards.

SECTION 2. The Club will encourage the exhibition of parrotlets by presenting Best Parrotlet and Best Novice Parrotlet in Show Awards at both the Great American Cage Bird Show and the National Cage Bird Show. The Club will also work toward establishing Divisions for Parrotlets at both the Great American Cage Bird Show and the National Cage Bird Show and any other similarly accredited shows. 

SECTION 3.  IPS Exhibition Achievement Awards. To earn points for all IPS Achievement Awards all parrotlets must be banded by a closed traceable band.  All non-IPS, SPBE, or NAPS bands must be registered with the IPS and a $5 fee will be charged for registration of a band code.  A band code only needs to be registered once.  It is up to the discretion of the IPS 2nd VP and to accept the band code as a traceable band.

Novice and Advanced Parrotlets: Once an exhibitor reaches advanced status with either NAPS or SPBE, that exhibitor must show all birds, even parrotlets, in the Advanced Division.  Parrotlets exhibited by an advanced NAPS or SPBE exhibitor must be shown in the advanced IPS specialty division.

Champion Parrotlet: Any Parrotlet that has accumulated a total of 35 points from three or more Parrotlet Specialty Shows and judged by three or more different approved parrot society judges (at this time this includes any NAPS or SPBE active panel judge). Included in this must be at least three placements on the Top Bench of the corresponding SPBE/NAPS show held in conjunction with the Parrotlet Specialty Show or at least one Best in Show in a major Parrotlet Specialty Show.

Grand Champion Parrotlet:  Any parrotlet that has accumulated a total of 50 points from four or more Parrotlet Specialty Shows and judged by four or more different approved parrot society judges (at this time this includes any NAPS or SPBE active panel judge). At least one Best in Show in a major Parrotlet Specialty Show must be obtained or two Best in Show wins from a minor Parrotlet Specialty Show.

Exhibitor Awards: IPS currently gives Exhibitor of the Year Awards to its members that score the highest number of points accrued from showing parrotlets in each show season. Awards will be given for First through Third Places. 

SECTION 4.   IPS Exhibition Points System. A major show will be a show with 51 or more parrotlets and six exhibitors. A minor show is a show with 16 or more parrotlets and four exhibitors. IPS will also give bonus double points if the parrotlet also wins in the top five parrots of the corresponding SPBE show.
